- NECC - Northeast Early Childhood Council - The Northeast Early Childhood Council (NECC) is made up of the communities of Brooklyn, Canterbury, Killingly, Plainfield, Putnam, Sterling, & Thompson. We work together to ensure all children, birth through age eight, in our communities are healthy, safe and successful learners. We bring together all key stakeholders who play a crucial role in the safety, mental & physical development and education of our children.
